The National Leader of the Turkmen People held a meeting of the Presidium of the Halk Maslahaty of Turkmenistan

On July 15th, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov held a regular meeting of the Presidium of the Halk Maslahaty, at which issues related to the implementation of the instructions of the President of Turkmenistan Serdar Berdimuhamedov on celebrating the 35th anniversary of the independence of the Fatherland and preparing for the organization of the meeting of the Halk Maslahaty of Turkmenistan at a high level were reviewed. Opening the regular meeting of the Presidium of the Halk Maslahaty of Turkmenistan, the National Leader of the Turkmen people noted that at the expanded meeting of the Cabinet of Ministers of Turkmenistan, held on July 10 of the current year, the results of the work done for the development of the independent Fatherland over the six months of 2026 were summed up. Along with this, it was emphasized that the President of Turkmenistan Serdar Berdimuhamedov gave corresponding instructions regarding the preparation of the celebration of the 35th anniversary of the country's independence and the holding of the meeting of the Halk Maslahaty of Turkmenistan at a high level. Proceeding from the set tasks, and also according to the provisions of Articles 15 and 16 of the Constitutional Law of Turkmenistan «On the Halk Maslahaty of Turkmenistan», the Presidium of the Halk Maslahaty has been convened today, the Hero-Arkadag continued. The main topic of the current meeting is the discussion of the preparation for the meeting of the Halk Maslahaty of Turkmenistan and its organized holding at a high level. Members of the Presidium of the Halk Maslahaty, leaders of the Mejlis of Turkmenistan, the Cabinet of Ministers, political parties and public associations, state and executive government authorities, and mass media are taking part in the meeting. In September of the current year, in unity with the people, we will widely celebrate the holiday of the sacred independence of the Fatherland, the Hero-Arkadag said, noting that our united, happy people every year meet the main holiday of the sovereign, constantly neutral Fatherland with special pride. At the same time, emphasis was placed on the fact that the independence holiday is a momentous event that is of huge importance for our country and united people. In order to hold the upcoming momentous date at a high level, the Law of Turkmenistan «On the Approval of the Jubilee Medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja»» was recently adopted, the National Leader of the Turkmen people continued. As emphasized, during the days of celebrating the country's independence, the regular meeting of the Halk Maslahaty of Turkmenistan will take place, at which the results of the achieved successes and frontiers, as well as the work done in the independent state, will be summed up, and the important tasks facing us, proceeding from the demands of the time, will be reviewed. During today's meeting, on the basis of the Constitutional Law of Turkmenistan «On the Halk Maslahaty of Turkmenistan», documents will be adopted: on convening a meeting of the Halk Maslahaty of Turkmenistan and creating an Organizational Committee for holding it at a high level, on determining the date of the meeting, approving the composition of the Organizing Committee, and also the events planned on the occasion of the 35th anniversary of sacred independence and the declaration of the current year as «Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses» will be discussed, said the National Leader of the Turkmen people. Along with this, it is necessary to review the progress of the ongoing work on presenting state awards and conferring honorary titles upon our compatriots who have achieved labor successes. In 2026, declared «Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses», various events are being held at the national and international level to glorify and popularize the famous Turkmen Akhal-Teke horses in the world, the Hero-Arkadag continued. Since the beginning of the current year, our youth engaged in equestrian sports have taken part in international festivals, forums, championships, and beauty contests dedicated to Akhal-Teke horses held in Uzbekistan, Azerbaijan, Republic of Türkiýe, and other countries, and have demonstrated high professionalism. Along with this, it was emphasized that events related to horses and the art of horse breeding were organized in the United States of America, the People's Republic of China, Great Britain, and the Republic of Tatarstan (Russian Federation). Meetings with horse breeders and specialists took place. In the current year, the «Galkynyş» National Equestrian Games Group worthily represented the Turkmen national equestrian art in Azerbaijan and Republic of Türkiýe. Having successfully performed in equestrian events organized in the city of Kazan (Republic of Tatarstan of the Russian Federation), the famous riders were awarded first places. As you can see, in the year of the horse, a lot of significant work has been done regarding our Akhal-Teke horses, the Chairman of the Halk Maslahaty continued, noting that currently, important events are also scheduled to be held on the occasion of the Independence Day of Turkmenistan. As emphasized, within the framework of preparation for the meeting of the Halk Maslahaty of Turkmenistan, and also according to such basic documents as the Program «Revival of the New Era of a Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022–2052» and the «Program of the President of Turkmenistan for Socio-Economic Development of the Country in 2022–2028», the relevant managers must conduct effective work. Emphasis was also placed on the need to analyze the measures scheduled for implementation in the upcoming year to maintain the stability of economic indicators, develop industries, invest in new productions, and further increase the living standards of the population. In this context, the Hero-Arkadag stressed that the key goals of the policy in this direction are the creation of new jobs, strengthening the health and increasing the life expectancy of people, developing youth policy, and ensuring social protection of the population. At the same time, work should be continued on the introduction of new methods of education and training of specialists, the development of the pharmaceutical industry, the modernization of industrial sectors, in particular, the oil and gas, chemical, construction, energy, textile, and agricultural industries, including ensuring food security, stated the Chairman of the Halk Maslahaty. As noted, strengthening the cohesion and unity of the people, the well-being and further multiplying of the might of the independent, constantly neutral state is the main goal and key tasks of the Halk Maslahaty of Turkmenistan. Along with this, the issues of wide involvement of the masses of the people in the implementation of the adopted programs and the preparation of proposals must be in the center of attention. In this connection, the Halk Maslahaty of Turkmenistan should act in coordination with the deputies of the Mejlis, the Government of the country, promptly react to tasks dictated by modernity, and carry out the preparation of proposals. In accordance with Article 19 of the Constitutional Law of Turkmenistan «On the Halk Maslahaty of Turkmenistan», the Apparatus of the Halk Maslahaty together with the Organizational Committee must conduct the below-mentioned works, said the National Leader of the Turkmen people. The Hero-Arkadag stressed that in the period of preparation for the meeting of the Halk Maslahaty of Turkmenistan and following the results of its holding, members of the Halk Maslahaty, deputies, activists of political and public organizations, the professor-teaching staff of higher educational institutions, and representatives of the mass media need to organize propaganda-explanatory events, speeches, and meetings about the historical, socio-political significance of the activities of the Halk Maslahaty of Turkmenistan. In addition, emphasis was placed on the need, together with the Organizing Committee, on the basis of a plan, to carry out preparation for the meeting of the Halk Maslahaty of Turkmenistan and of issues for consideration by the Halk Maslahaty, having preliminarily discussed draft documents at meetings of the Organizational Committee. As noted, when preparing for the meeting of the Halk Maslahaty of Turkmenistan, it is necessary to ensure organizational-methodological guidance over the activities of the halk maslahaty of velayats, etraps, and cities, and to conduct work on reviewing and registering proposals and other appeals received from citizens. As noted, the Mejlis of Turkmenistan, in interaction with ministries and sectoral departments, political parties, and public associations, through parliamentary diplomacy, needs to continue work on covering and promoting the peaceful, humane domestic and foreign policy of the state in connection with the 35th anniversary of sacred independence and the declaration of the year as «Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses». The Hero-Arkadag also stressed that in accordance with the instructions of the President of the country, work should be organized in an orderly manner to award state awards and confer honorary titles upon compatriots who have achieved high labor successes over the years of independence and who enjoy great honor and respect among the people, and to properly carry out activities to nominate worthy persons and properly format this work. Then the National Leader of the Turkmen people gave the floor to the Deputy Chairman of the Cabinet of Ministers Hojamyrat Geldimyradov, who reported on the progress of preparation for the meeting of the Halk Maslahaty. The Vice-Premier noted that currently in the country, thanks to the efforts of the President of Turkmenistan and the Hero-Arkadag, comprehensive work is being carried out to develop the national economy on an industrial-innovative basis and its digitalization, radically transform and modernize production sectors and the service sphere. At the same time, special significance is attached to the implementation of measures planned in the «Program of Socio-Economic Development of Turkmenistan and Investments in 2026", raising the living standards of the people, improving the labor employment of the population, and creating favorable opportunities to ensure decent working conditions. The Vice-Premier also reported that measures aimed at successfully solving organizational issues related to the preparation of the regular meeting of the Halk Maslahaty have been developed, and also assured the National Leader of the Turkmen people that all efforts would be made to hold the nationwide forum at a high level. In continuation of the meeting, the Hero-Arkadag noted that the organizational issues of the upcoming meeting of the Halk Maslahaty of Turkmenistan should be kept in the center of attention. In this regard, emphasis was placed on the need to conduct at the proper level all works relating to the material part. For this, it is necessary to establish coordinated activity of the relevant structures. Then the Chairman of the Halk Maslahaty gave the floor to the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov, who noted that, proceeding from the instructions given by the President of Turkmenistan at the expanded meeting of the Cabinet of Ministers, and the tasks determined by the Hero-Arkadag, preparation for the organized holding of the regular meeting of the Halk Maslahaty of Turkmenistan had begun. It was also specially emphasized that currently, the state domestic and foreign policy initiated by the National Leader of the Turkmen people is being successfully implemented under the wise leadership of the Arkadagly Hero Serdar. In this context, it was noted that Turkmenistan has established diplomatic relations with countries of the European, American, Asian, African, and Australian continents. Constructive cooperation with authoritative international organizations is also being carried out. All this clearly testifies to the fruitfulness of the policy of neutrality pursued by the Fatherland. As reported, in the year «Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses», various events of international significance are planned. Among them are exhibitions, scientific-practical conferences, as well as events along the line of horse breeding and equestrian sports competitions. In this, the bright goals of the current year and the essence of its motto find visible embodiment. In this context, it was emphasized that the consistent implementation of the domestic and foreign policy of the Fatherland includes large-scale work aimed at ensuring the prosperity of the country and a happy life for the people. As noted, the status of neutrality of our state and its foreign policy strategy, based on the principles of peacefulness and good-neighborliness, have received wide recognition in the international arena. This creative course acts as an important factor in strengthening universal peace, security, and sustainable development in the interregional and global dimension. The Hero-Arkadag stressed that the neutral status of Turkmenistan, which has embarked on the path of comprehensive harmonious development, has been three times recognized by the relevant Resolutions of the UN General Assembly. In this connection, the National Leader of the Turkmen people noted that events of a political nature held in our country must be consonant with the policy of neutrality of the Fatherland. At the same time, issues of ensuring the legal protection of people and strengthening the unity of our people must also find their reflection in the foreign policy strategy of Turkmenistan. The deployed large-scale activity within the framework of the implementation of the Program of Socio-Economic Development of Turkmenistan and Investments in 2026 will allow solemnly celebrating the 35th anniversary of sacred independence, Musamuhammet Berdiyev continued, noting the important role of the highest representative body of popular power – the Halk Maslahaty of Turkmenistan – in the successful fulfillment of the creative work carried out in the country. As emphasized, today major undertakings and initiatives in the interests of society are being realized, representing special significance on the scale of history and determined by humanistic principles. All this inspires our people to great achievements. In this context, Musamuhammet Berdiyev assured that members of the halk maslahaty of Ahal velayat would make every effort to solve the planned tasks. In recent years, the perfect art of training horses and the traditions of horse breeding created by the Turkmen people, which have a centuries-old history, have gained wide popularity at the international level. Inspiring by the exemplary principles of the Hero-Arkadag and the Arkadagly Hero Serdar – true connoisseurs of Akhal-Teke horses, necessary efforts are being made to multiply the world glory of Turkmen horses. In particular, an important component of the festive program is events related to equestrian sports. Akhal-Teke horses are a national treasure of the Turkmen people, who made a significant contribution to the treasury of world civilization, said the Chairman of the Halk Maslahaty of Turkmenistan. As emphasized, issues related to multiplying the glory of «heavenly» horses and increasing their livestock must constantly be in the center of attention. Having made emphasis on the great importance of the ongoing equestrian sports events, beauty contests among Akhal-Teke horses, and meetings of various levels, the National Leader of the Turkmen people gave relevant recommendations. Then the Deputy Chairman of the Cabinet of Ministers Nokerguly Atagulyyev informed that currently, within the framework of various events, contests, and exhibitions organized in our country and abroad, activities in the field of national horse breeding are expanding. The Vice-Premier emphasized that in this connection, detailed materials are being prepared about the unique characteristics of Akhal-Teke horses, which have no analogues in the world and were bred thanks to the selfless labor of Turkmen seises, as well as telling about the diverse coats of horses and methods of their preparation. In addition, within the framework of the exhibition dedicated to Turkmen horses, speeches by specialized experts are planned, who will introduce the history of the origin of the Akhal-Teke breed, the characteristic features of these noble horses possessing qualities traditionally associated with human ones. The Hero-Arkadag stated that the recognition of Akhal-Teke horses, which made a worthy contribution to the development of world horse breeding, is a subject of special pride. As emphasized, the exhibitions that will be held during the current year must clearly reflect the love and respect of the Turkmen people for their famous «winged" horses, as well as their significant role in world horse breeding. In this connection, concrete recommendations were given regarding a responsible approach to the organization of upcoming events. Then the National Leader of the Turkmen people addressed the participants of the meeting of the Presidium of the Halk Maslahaty of Turkmenistan, emphasizing that the highest representative body of the country faces great tasks for the development of the Fatherland. The Halk Maslahaty, continuing joint work with the Mejlis, the Government of Turkmenistan, and public associations, must carry out effective activity for the further comprehensive development of our Fatherland, said the National Leader of the Turkmen people. One of the main tasks is to conduct productive work aimed at the successful implementation of the adopted programs for the further socio-economic development of the country and the consistent democratization of society. For the successful continuation of the policy of transformations in various fields in the future, we must work on new proposals, said the Chairman of the Halk Maslahaty of Turkmenistan, noting that our main goal is ensuring a prosperous life for the country's population and creating a comfortable environment for every person to live in. Having noted that the issues provided for in the agenda of today's meeting had been reviewed, the National Leader of the Turkmen people signed Resolutions of the Presidium of the Halk Maslahaty of Turkmenistan on convening and organized holding of the meeting of the Halk Maslahaty of Turkmenistan. In accordance with the documents, a meeting of the Halk Maslahaty is convened, and the date and place of its holding are determined. Also, an Organizational Committee is created for holding the meeting at a high level, and its composition is approved. Thus, we officially give a start to the work related to the high organization of the meeting of the Halk Maslahaty of Turkmenistan, the Hero-Arkadag said, expressing confidence that everyone would make a worthy contribution to the successful holding of this important socio-political event, and wished all participants good health, family well-being, and great success in work.
